Payment Gate — Agentic HTTP payments
x402 and MPP turn API access into per-request stablecoin charges. Phase 3 maps the Foundation stack, probes sandbox + CASA merchant 402 challenges, dry-runs spend policy, and exposes a read-only MCP surface — it never auto-pays or signs.

Allowlisted hosts, per-call / session caps, and independent
expectedPayee checks (BNB agent X402Signer pattern). Evaluation never pays.Session key: anonymous. Local merchant challenges use host casa.local (on the default allowlist). Other hosts need PAY_PROBE_ALLOWLIST.
